The public-private heating company and the limits of control

This contribution discusses the governance of a public-private heat company and explores the limits of control. In addition, it considers the perceived conflict between public and private interests and considers that these interests run more parallel than the bill assumes. However, tariff setting is identified as a controversial issue that poses an obstacle to private participation, while having little public added value. The article (in Dutch) therefore concludes that tariff setting could be exempted from public control.
