The new EU procurement directives: key changes and practical implications

On 9 September 2026, the European Commission published its long-awaited proposal for a new EU Public Procurement Regulation. The proposal would replace the three 2014 procurement directives with a single, directly applicable framework, marking the most significant reform of EU procurement law in more than a decade. The proposal introduces far-reaching changes for contracting authorities, utilities and economic operators. It aims to simplify procedures, promote quality-based procurement, strengthen Europe's economic resilience and accelerate the digitalisation of procurement processes.
