In recent years, confidence in the reliability and robustness of several interest rate benchmarks has been undermined, and regulators across the globe have been pushing for a reform. While the ultimate deadline of 31 December 2021 is approaching, the market is only slowly coming to grips with the deep structural implications of the EU Benchmarks Regulation. Interest rate benchmarks are instrumental in pricing and valuing a wide range of financial instruments and contracts, and in measuring the performance of certain investment funds. The EU Benchmarks Regulation lays down a common framework to ensure the accuracy and integrity of indices used as benchmarks. The result is an enlarged notion of the concept of benchmark and another layer of obligations for administrators, contributors and users.
Financial institutions, corporate lenders and investment funds must work through an elaborate transition for the use of critical benchmarks, to be completed by 31 December 2021. Preparation is key, action is indispensable.
