Anneclaire Lombert, attorney at law, is a member of the Competition & Regulatory practice group. She specialises in procurement law, state aid law, European law and contract law. In the area of procurement law, she provides advisory services to both contracting parties and tenderers, and represents them in legal proceedings. Anneclaire is experienced at assisting clients in public and private procurement projects, including drafting and reviewing procurement documents, conditions of purchase and contracts. Claire’s main areas of focus are advising on and assisting clients in quasi-insourcing projects and public-private partnerships. She also helps businesses in submitting tenders. In addition, Claire advises both public and private sector organisations on issues pertaining to state aid. Claire is particularly seasoned at dealing with issues involving procurement, state aid and contract law within the healthcare, (renewable) energy and ICT sectors.
Anneclaire co-authored the handbook Aanbestedingsrecht voor Overheden (Procurement Law for Government) and serves as an editor for the VIND Inkoop en Aanbesteding knowledge database for public and private procurement. Anneclaire publishes in professional journals in the fields of procurement and European law, she regularly gives presentations and teaches courses to public and private sector organisations and she is guest lecturer at the University of Amsterdam.
Anneclaire is a member of the Dutch Association for Procurement Law, the Netherlands Association for European Law and the Amsterdam Bar.
