J. André van der Kolk (1953) is a member of the Competition & Regulatory practice group. He specialises in advising business and government on issues such as (procurement of) public transport concessions, train and air transport legislation, environmental considerations, spatial planning/infrastructure, public-private partnerships (PPP) and adjoining contractual and liability-related matters. He has over 25 years of experience as adviser and litigator in administrative law and civil law and is registered as mediator with the Netherlands Mediation Institute (NMI). 

André is chairman of the Dutch Public Transport Law Association (Vereniging Publiek Vervoerrecht) and a member of the Building Law Association (Vereniging voor Bouwrecht).
