After the negotiations between the relevant EU institutions broke down last week, Jean-Paul Gauzès (Rapporteur of the EU Parliament) decided to postpone the plenary vote in Parliament until the second parliamentary session in September.
Due to the postponement, the negotiations on behalf of the EU Council will be continued by the Belgium Presidency (Belgium will take over the presidency of the EU Council from Spain as of 1 July 2010).
